Position Overview

The Agency for Community Transit (ACT) is looking for a Procurement Specialist to join our team.  Under the general supervision, the primary role of the Procurement Specialist is to perform all aspects of the purchasing process such as preparing bid documents, procurement summaries, contracts, and modification documents for vehicles, technology, professional services, construction, equipment, and materials and supplies according to specifications, procurement policy, and funding source requirements. This is a unique opportunity for a person with proven experience conducting procurements under Federal Transit Administration guidelines. This is an on-site position where the employee completes their work tasks in a corporate office setting.

Roles and Responsibilities:

  • Perform procurement duties in compliance with company policies and procedures, Federal Transit Administration (FTA) circulars and regulations, Illinois and Missouri state grants, and requirements for other funding sources.
  • Perform a full range of competitive procurement activities to include micro, small, and formal purchases through Request for Quotes (RFQ), Invitation for Bids (IFB) and Request for Proposals (RFP) for vehicles, technology, professional services, construction, equipment, materials and supplies.
  • Prepare for and conduct pre-bid meetings and public bid openings.
  • Analyze data and situations, identifying problems, and recommending solutions.
  • Develop pre-negotiation positions and conduct the negotiations.
  • Review vendor bids and proposals, prepare analysis, document all findings, and prepare final justification and recommendation for contract award.
  • Communicate and monitor the ongoing procurement process with stakeholder departments.
  • Prepare and assemble contracts, collect signatures, and distribute final contracts to appropriate departments and vendors.
  • Perform administration of contracts including tracking expiration dates and timelines, amendments, change orders, renewals, extensions, Board approvals, and contract close-out.
  • Coordinate tasks and work cooperatively with other purchasing agents and staff.
  • Maintaining an organized system of physical and electronic records.
  • Help to maintain a vendor database, including seeking new vendors that may benefit company.
  • Assists in maintaining an organized system of physical and electronic records.
  • Performs other job-related duties as assigned.

Qualifications

  • Bachelor’s degree in business or related field, or one year of closely related experience can be substituted for each year of education required.
  • 3 years of experience conducting procurements for a transit or other government agency that receives FTA financial assistance.
  • Must be highly organized, detail-oriented and a self-starter with ability to work independently and within a team environment.
  • Ability to prioritize work and meet deadlines.
  • Ability to maintain confidentiality in all areas of position.
  • Professional appearance and demeanor.
  • Proficiency in Microsoft Word and Excel – (testing required as part of interview process)

Working Conditions and Physical Requirements

Normal working conditions for this position are typical of an office environment.  The position requires a capacity to work beyond standard office hours when needed to address critical deadlines and to attend evening and weekend meetings if necessary.  Travel is very minimal.

The physical requirements for this position include sufficient hand, arm, and finger dexterity to operate computer keyboard or other office equipment.  Must have ability to remain stationary for long periods of time.  Requires visual acuity to read words and numbers and speaking and hearing ability sufficient to communicate in person or over the phone.
